This award may be presented to a member of the SAR or to a member of the public to recognize outstanding personal service to the SAR to the community exemplifying the finest American ideals.

The Awards Committee chairman is responsible for the selection and awarding of this honor. However, anyone may bring a candidate to the committee's attention and consideration. This award may be presented to multiple people in one year or it may not be presented to anyone for years. The awarding of this commendation should be considered a great honor.
